Factory Reset Protection ties an Android phone to the Google accounts that were on it before the wipe. After reset, setup demands that account. That is the intended anti-theft design, and it also locks out buyers of used phones.

If you still control the previous Gmail, Google account recovery is the clean path. Sign in on the verification screen or reset the password at accounts.google.com. A used phone where the seller vanished is a different problem. Brand tools cannot replace an account you are not allowed to use.
