How activation lock works

What iPhone Locked to Owner actually means

Activation Lock is Apple's anti-theft feature. When Find My is on, Apple's activation servers store a link between the device's IMEI or serial number and an Apple Account. That is why a factory reset does not clear the Locked to Owner screen.

How iCloud Activation Lock is enforced

When Find My is enabled, the device checks in with Apple during setup, restore, and DFU recovery. If the server still has an owner on file, the phone asks for that Apple Account password before it will activate. Local tools cannot delete that server record.
